Can the Clemmensen reduction be done on cyanuric acid?

I'm looking for a safe route to TCT to synthesize some acyl chlorides,the chlorination of cyanuric acid requires pcl5 etc which is what I'm trying to avoid,trying to do as green a reaction as possible
